Is it worth trying to conceive with a tubal ligation?

I had a tubal 2 years ago after my 3rd c-section and my husband and I are thinking about trying for another child, We have thought about IVF and tubal reversal but my husband keeps bringing up the fact that the tubal is not 100% effective after researching that women have in fact fallen pg with a tubal ligation, but with the low 1.8% change of the tubal failing I'm not sure if its worth trying to conceive naturally, what are your thoughts???
