When should I buy new figure skates?

I'm an adult skater (age 22) currently skating in Jackson Competitors.... when do you think I should move up to the next level skate? Before or after I work on axel....I know it's coming up in the next year. I want to eventually work on doubles....so my next skate should be able to accomidate that.
