Tubal ligation process?

I'm getting my tubes tied after I have my twins in August. I was told today that the only way I can have it done in the hospital is if I have a c-section. Otherwise it has to be done in the office. How will they give me anesthetics in the doctor's office? I thought that could only be done in the hospital. Any one else went through this?
